Using Bilingual Texts to Support Emergent Multilingual Children’s Heritage Language

Just over ten years ago, the U.S. Department of Education (USDOE) penned a 40-page “Dear Colleage” letter that outlined public education’s legal obligations to “English learners” (EL), or emergent multilingual students. Just this month, the current administration sent a clear message of its own by formally rescinding that letter. It remains available “for historical purposes only.”
